Jennifer & I had talked about this little bit of freeware before, and thanks to Promoguy, I found this site that offers it – a Screen Ruler. Handy for measuring widths of items on the fly!

Another just-as-helpful tool is the Iconico ColorPic, a freeware tool that can sit in your systray and snatch up to 8 colors and give you the hex code. Really nice for when you are trying to do something to match someone's design and don't feel like doing a screen cap to get the color code
I also am guilty of just using the TopStyle 2.5 color picker when I have that up, too 😉

I found a little tool called Cool Web Scrollbars (warning, site has popups!), which gives you a colour picker and the scrollbar magnified, to make IE coloured scrollbars. I really like it.
You can specify colours with a slider, standard colour picker or grab a colour off the screen.
There's a catch, though… it comes with spyware. It can be removed, though, with AdAware. I think that's violating the license, however.

I've seen a site similar to that, Row, where you do it online and then just copy & paste the code in to place. Does anyone else know which one I'm talking about? I can't find it. Hmmm. Well, when I find it I'll post the link!

Ya know, that's probably why I thought of them when this was mentioned!
